Party Affiliations & Primary Elections

Voters in New Jersey can only vote in the primary election for the party with which they are affiliated.

When you register to vote, you may choose to affiliate with a party at that time, or you may choose to remain unaffiliated. New Jersey has a hybrid/closed primary system, which means that party primaries are limited to voters affiliated with the major parties (Democratic or Republican).

Unaffiliated voters may vote in the general election but not in a primary unless they declare their affiliation, which they can do at their polling location up to and at the time of the primary election (which is what makes the primary system "hybrid").

DECLARE, CHANGE OR UNAFFILIATE

To declare or change a party affiliation, or to declare yourself unaffiliated, you can use the online voter registration form or the paper Political Party Affiliation Declaration Form, sent to the Commissioner of Registration for the county in which you’re registered.

DEADLINES
  • Unaffiliated voters have until the day of the primary election to declare an affiliation (and can do so at their polling place).
  • Affiliated voters who want to change their party affiliation must submit the online form or send the paper form by no later than 55 days before the election

VOTER REGISTRATION: HOW

You can register to vote either online or with the general or county-specific voter registration paper form. Along with registering to vote, you can also choose to request a mail-in ballot for the next election, and/or designate a party affiliation.

You should also use a registration form if you are already registered but need to change your address, name or signature on file.

You can return your paper registration forms either through the mail (the earlier the better!) or by bringing them to the County Commissioner of Registration or Superintendent of Elections for your county.

COUNTY OFFICIALS

MORE INFO

Authorized Messengers and Bearers

Ballots can be sent to you or picked up by an "Authorized Messenger" (such as a family member; see application for more details) who will then bring it to you. You can also designate a "Bearer" to deliver your completed ballot.

Receive and return the ballot on the same day!

If you apply in person at the County Clerk's office, you can, if you so choose, fill out the ballot and give it right back to the County Clerk, who will make sure it gets to the office of the Superintendent of Elections/Commissioner of Registration and counted accordingly.

Vote by mail OR provisional ballot

Once you apply for a vote-by-mail (VBM) ballot, you won't be able to vote in person at your polling place. If you are listed as having received a VBM ballot but go to your polling place to vote in person, you will still have the option to submit a provisional ballot, which the poll workers are legally bound to give you on request.

Early Voting in NJ

In 2023, New Jersey passed a law establishing early voting. This allows registered voters to vote in person prior to the election.

DATES & TIMES

The early voting period is typically about 8 days, ending on the Sunday just prior to the election. Hours are Monday-Saturday, 10:00 a.m. to 8:00 p.m. and Sunday, 10:00 a.m. to 6:00 p.m. No appointment is necessary.

2025
  • Primary election: June 3-8
  • General election: October 25 - November 2

LOCATIONS

Since early voting takes place before the day of the primary or general election, polling locations are not always the same polling location where you vote based on your registration, so make sure to check the NJ Division of Elections' list of In-Person Early Voting Poll Locations and find your local polls. You can vote at any early voting location in the county where you are registered.

Every address in the U.S. is part of a number of different organizational frames known as districts. What district you are in determines by whom you are represented on the state (legislative) and federal (congressional) level.

Due to Jersey City's size and demographics, it is covered by two congressional and state legislative districts.

The new state legislative district map takes effect in the 2023 election cycle, at which point Hoboken will become part of the 32nd legislative district, and Jersey City the 31st and 32nd.
